Dear Senator Feinstein:

Thank you for your past assistance with regard to violations of federal laws under the False Claims Act, Federal Water Pollution Control Act and several other federal statutes during the course of the Malibu Pier Restoration project and a false arrest, imprisonment and malicious prosecution carried out in an effort to oppress documentation of the long history of the flagrant pollution to Malibu Beach. Enclosed are your letters dated August 4, 2000 and September 22, 2000, informing me that the Justice Department would look into the massive malfeasance and corrupt contracting practices regarding this important public works project. This widespread corruption is affecting the federal government's interests, including the Pacific Ocean and the U.S. Treasury, as well as the taxpayers of California and the United States.

I wanted to bring your attention to the fact that, unfortunately, the Department of Justice stated they did not have the resources to fully investigate all of the evidentiary material that I possess that carefully documents the widespread and well known corruption in rebuilding the Malibu Pier and the subsequent attempts to cover-up all the wrongdoing. An example of the Department of Justice's lack of interest and follow-through in investigating these serious and verifiable charges is attached in the form of a letter I received today, dated February 15, 2002.

Your leadership and cooperation are desperately needed to have a true and full investigation of the wrongdoing related to the Malibu Pier project. I would be happy to supply your office with any materials or documents that you feel are necessary to support these allegations, and would like to reiterate that this fight against corruption that has left the Malibu Pier closed and unfinished for the past eight years deserves your leadership.
